This is what they have because this is all they can afford and/or willing to spend on its armed forces. No grandeur aspirations for the "Romania without borders", "Romanian world", etc. Romanian is also a part of the greater military alliance and obviously counts on support of fellow NATO members should the need to invoke article 5 will arise. I'm explaining things not trying to defend or criticize anyone. I personally think that countries close to Russia should pay much more attention and even prioritize spending on their armed forces and not count on outside help too much before its too late.
