It is rather funny how they rebranded "sanctuary cities" into "welcoming cities" and are now trying to distance themselves from the image "sanctuary cities" got.

Considering the autopen thing, Biden was just the ceremonial figure of the US presidency.
It is getting increasingly doubtful he personally took any decision at all, just like Kamala incidentally. But rather their staff and the various Secretaries were the ones actually making policies and having them passed without any kind of oversight from the president.
Going down that road, the office of the president might have very well been usurped entirely.
