There is different Ideas of that all. The Technical may indeed serve as a good 'Opposing Force' Vehicle, albeit this is in MP which shows a different Attitude. Ultimately though I think Money could be better spent, but for MPs why not give them what little is required, they are not expected to fight a War.
Armored Cabin of course would be useful but if you are looking to export a light cheap model might be good.
More than fine, plenty of BMD-1 in service anyway. I almost got run over by a BMD-2, fun!
