Interesting situation, and how to handle.
First:
1) Ascertain if anyone inside is being harmed or held against their will. If so, make one statement to local authorities. You do it. Or I will. (Call military: this time not for National Guard or 82nd, but for Delta Force and enablers.)
If any military commanders look unwilling, fire them. If the next is unwilling. Fired. Fire all the way down the ranks until you find a corporal who is willing to defend the United States.
2) Bring in Rangers and cordon the area. Nobody in or out without passing through Rangers.
3) Ultimatum. Allow everyone to leave who wishes to leave.
4) Be clear: You will be held responsible for any theft or damage, and any arson or severe damage will result in violence that you cannot control.
5) Shut off all water and electricity. No food goes in.

6) Wait.
7) Wait.
8) Accept peaceful surrender and turn suspects over to law enforcement.
9) Any violence against hostages will be met with decisive action.
Probably will not be forced into any action, but if the terrorists begin hurting or killing people inside, or are holding hostages, and local authorities do not take action, take control.
If the mayor gets in the way. Push the mayor out of the way.
Never apologize for protecting American citizens on American soil.
