A agreement was signed about practical operational training, not about the training of Czech pilots in Germany. The Czech Air Force has own advanced training center Centrum leteckého výcviku (CLV) at air base Pardubice, where the complete training of pilots of combat aircraft, helicopters and transport aircraft is carried out, including training on simulators. The CLV center is also one of the two official NATO training centers, so NATO pilots and foreign customers also train there. Czech pilots will train on the F-35 first in the USA and then in the Czech Republic at CLV Pardubice, some part of the complex training will be a joint operational practical training with German Air Force.

Ah, I see. Thanks for clarifying.
