I would agree that she is being made a scapegoat for the whole thing.
Though the directive does not originate from her, she still enforced and asked people under her supervision to apply it. Kind of a "I was just following orders" type of situation.
However, the directive originates from way higher and it is rather strange that a specific group of individuals (people with Trump signs) are being singled-out and tossed in the same bag as "people with dogs in their backyard".
It is perfectly fine to feel uncomfortable towards dogs that are barking, behaving in a territorial or aggressive manner, for a variety of reasons. But what about people with Kamala signs? Pride flags? BLM flags? Antifa flags? etc..
The directive does not mention them, but it does specifies Trump supporters in particular.
She may agree, or not, or even be indifferent, with the directive, but the ones who created it did it with clear intentions behind it.
