Are they replacing 9mm SMG with 5.56mmNATO carbine/AR to eliminate the target quicker ? Or will few MP5 variants remain in their arsenal ?

They'll certainly retain some MP5's due to the sheer numbers available. But after the Paris attacks, Germany's state police forces decided they needed primary weapons with better stopping power to take on terrorists and spree shooters. The overall goal is to equip every patrol car with an assault rifle. The same programme has also led to the acquisition of high-end body armour for all patrol car crews.
