Apologies for the low quality of the photo, but I have a question : what is the thing fastened to its deck? Is it some kind of deep recovery vehicle?

Correct, the Ohio can host up to 66 special-operations personnel, Navy SEALs / USMC MARSOC / Special Forces teams.
