U.S. Army posts to be specific and yes, U.S. tax payer's money is being spent to make these changes.

The changes "not only makes the armed services more attractive to individuals who may not have a family tradition of service,'' he said. "But it also makes our soldiers and veterans proud to see our values demonstrably reflected in our institutions."

In my time of soldiering back in the 1990's, I recall at no time a post's name being an issue with anyone. (Regardless ethnicity) My take is that the 'racial' grievance ilk are looking for something to nit pick about. This being at the taxpayers expense, but hey, this admin is spending TRILLIONS of dollars we do not have, why stop now.
