The orange pope tries to actually do something necessary to fight the crisis by removing incentives even at the risk of being unpopular. The catholic one tries to throw fuel into the fire, creating new incentives for some virtue signaling. The catholic church likes to do those stupid things - like when we try to get rid of starving children and aids in Africa and the church goes ahead and tells Africans not to use condoms.

The bad part of well-meaning aid like this is people in charge of distributing it will need "salaries" and money for "expenses". Meaning by the time immigrants get a moldy bean burrito, only a tiny percentage of the half million will remain, and they'll be no better off.
