Born 25 September 1889 at Fernbank, Holywood to John and Jessie Louisa Williams nee Allen.
Married 20 September 1913 at 1st Presbyterian Church, Holywood to Moya Gillon Neill daughter of Sharman Dermot and Anne Symonds Neill nee Tomlin.
Supplement to London Gazette dated 14 June 1915. Promoted to 2nd Lieutenant on probation, 15 June 1915.
Supplement to London Gazette dated 3 June 1918. Lieutenant R D Williams, R.I.R Special Reserve awarded the Military Cross. The 1918 Birthday Honours were appointments by King George V 3 June 1918. No citation was published in the London Gazette.

Died at Belfast City Hospital 7 June 1958
