This is a Russian Sestroryetsk arsenal Mosin Nagant Model 1891 made in 1917, bears Bulgarian marks (acceptance stamps, post WWI) and then was acquired by Romania. The "Instructie" mark tags this rifle as having been dispersed to local police stations and schools around Romania as a "training rifle" for marksmanship programs, but this program was a cover for dispersing weapons for a 1968 revolt agains the USSR that never quite happened.
