"Black Eagle" has been popular as a name for exercises of the British army on the continent for decades. Last one took part in 2014 as far as I know.
My gut feeling is a former British colony/protectorate like Egypt, Jordan or Oman. Some place whose armed forces are at least partially modelled on the British army.
