The M60-2000 had a redesigned turret ring so that the M1A1 turret could fit into the M60. An M48 with the same turret ring could be adapted in the same way. The "turret ring" is a part of the chassis and as such has nothing to do with the turret itself.
The only customer that was interested was Turkey and they went for the Israeli Sabra upgrade package instead because the Israelis would allow Turkey to convert their tanks in their own armaments factories unlike General Dynamics/the Americans.
About it being too expensive. You can put an M1A1 turret on an M60 hull, but at the end of the day it's still an ageing design with more modern alternatives available at a similar price point.
