As a consultant to the government on the use of force pointed out these water cannons are only intended for use against crowds at a distance. At such a short distance that water jet is equal to rubber bullets and sponge grenades, neither of which are used by the police because they are considered as too dangerous, the outcome being too unpredictable.
People can live and work here without having citizenship and as they pay taxes here it's also THEIR government policies they can protest against.
As others have pointed out, riots are by definition unpredictable.
There are numerous examples in the past about « so-called » or actual overuse of lethal force by police against rioters, peaceful protests or not that much.
Kent state university is a well known one, still remembered in America as although a very and fortunately isolated incident but still a disaster.
Also this one in Mexico City which has been more forgotten by the masses:

Again against students but left a heavy scar on then president of Mexico and made leaders, Presidents or PMs around the world rethink their handling of protests.
Nowadays though, I still believe the majority of protesters tend to be peaceful, and the most vocal, active and violent ones (Antifa, Black bloc…) get away with it too easily, while some other are just caught in the moment and start doing dumb things.
