The rebel officer depicted is the Commander of Engineers Rafael Ortíz de Zárate [1891-July 22nd 1936].

Despite the information given on the linked The Atlantic website, the Commander Rafael Ortíz de Zárate López de Tejada died the 22nd of July, not the 27th... he was executed without trial of any kind by the republican volunteers shortly after his surrender.

He was never taken from Guadalajara to Madrid to be tried, but was shot on the spot minutes after being photographed. His remains were again photographied after the shooting only a few metres from the Henares Bridge which he and his troops defended.
