Very interesting photo, at least two of the soldiers among the decorations sport the Harp Madalyası / Gallipolli Star / Eiserner Halbmond
and one of those soldiers also has the ribbon of the Prussian Iron Cross Model 1914, II Class worn in the buttonhole of the tunic in German style.

I have found a Polish source about this tournament.

Date: 28th May - 5th June 1938
Place: Warsaw
Participants: 110 riders and 237 horses, including 27 foreign riders with 67 horses and 83 Polish riders with 170 horses.
Six nations: Belgium, France, Germany, Poland, Romania and Turkey

There were 20 different competitions.

The best rider, First Lieutenant Bronislaw Skulicz (Poland), was the only person who managed to complete the race without making any mistakes.

The Nations' Cup, that was the main prize, was taken by the Polish team.

It appears the Turkish team won a different competition, as there were 20 of them.
