Might still, this secretary is part of the outgoing cabinet so intentions might be subject to change and it's uncertain whether this plan would get a majority in both chambers in either the previous or current seatings.
 
In order to boost recruitment, the entry pay of German soldiers will be raised by about €900 per month. Moreover, soldiers who sign up for at least 15 months of duty will be able to acquire their driving licence for free. (Source)

That last part is going to be one hell of an incentive. Driving school fees have gone through the roof in these parts.

This week, the Spanish Council of Ministers authorised the signing of the contract and execution order for the mid-life modernisation of the five Álvaro de Bazán-class frigates (F100) currently in service. The modernisation is scheduled to take place at the Navantia Ferrol shipyard (El Ferrol, Galicia). The contract is worth €3.2 billion.



Also this week, last Thursday, the keel laying ceremony for the Maritime Action and Underwater Intervention Vessel (BAM-IS) took place at the Navantia Puerto Real shipyard (Cádiz, Andalucía).

The German government has created the legal framework for a growth of the German Army to 151,000 active troops (from 62,000), (Source) and of the Air Force to 50,000 troops (from 29,000). (Source) The future establishment of the German Navy is yet to be determined. Far from being hampered only by recruitment shortfalls, previous manpower growth plans had also been sabotaged by occasional phases where recruits and cadets could not be inducted into the armed services due to a lack of corresponding establishment posts.

Notabene: The German military distinguishes between domains and branches. The land domain, for instance, is larger than the Army as a branch, with some 115,000 Army soldiers in total.
 
Expect the Netherlands to follow in a couple of months. Recruitment is up, but still no where near sufficient, though this is also due to limitations (more applicants then they have trainers for).

It takes NATO a couple of months to train a Ukrainian to be a trainer, but it takes the Dutch army 2+ years to train a Dutchman to do the same :rolleyes:

Oh, there is an active recruitment programme. I realise my post may have been misunderstandable. Generally speaking, there are three reasons why the German military has not yet been able to do more than halt the shrinking trend initiated by the austerity regime:
  • Recruitment shortfalls, coming in two spicy varieties:
    • General lack of recruits due to a strong labour market and disinterest in military service
    • Inability to channel the actual interest of recruits towards where they're needed; recruits flock to certain assignments and ignore others
  • Retention shortfalls
And thirdly, the crux discussed here:
  • The chance to grow at least in some arms was wasted, the "uneven" interest of recruits could not be harnessed for a lack of establishment posts for their respective assignment. For example, in years when infantry recruitment goals were exceeded, the excess interest could not be enlisted, but was sent home if they didn't accept another assignment. This also caused massive frustration within the military, by the way, delaying promotions until an establishment post for your rank and assignment was either vacated or created
Increasing the establishment long before recruitment targets can be met (or conscription is fully reinstated) should prevent that ridiculous situation from ever arising again.
 
As a follow-up: The German Reservist's Association reports that Berlin has decided to increase the land domain to 150 combat battalions by 2035. 107 battalions of which would have to be fully stood-up by 2029. In 2035, the force is to be equipped with 3,500 armoured fighting vehicles and 1,350 self-propelled artillery pieces as its main armaments. The scope of investment is extensive. For example, no fewer than 41,000 logistical vehicles are to be acquired over the next ten years. (Source)

Note that these numbers do not even reflect the Dutch build-up of brigades integrated into the German Army.
