Lieutenant Phil Garn who was assigned to Special Boat Unit 13.
Despite the image featuring an AK and tigerstripe, no it was not taken in Vietnam. This was after the war that and LT Garn has ALICE LBE equipped. Around his neck is a US Navy Life Preserver that was used frequently by these types of units and activated by CO2. He has an M18 Smoke Grenade attached to his strap and the bandana around his head used as a sweat rag is a muslin field bandage.
