Finland helped them build sewage treatment plants so that they wouldn't ruin the gulf for the both of us. Prior to that they were pretty much pumping raw sewage to the gulf.

That's scary! Looks like an American GE locomotive. Bad place to aim, too - in the very front are only sand bunkers and the toilet. Better place to aim is the driving wheels.
With all the ammo dumps going high order, there wasn't much for him to supply, so no reason to keep him around. That or Putler was so frustrated with current events, he had to kill somebody, and this guy was available.
