I don’t think it’s intended too, a lot of this money is intended to prevent a massive recession. The gov/the taxpayer is going to pay one way or another, better to just shovel it out the helicopter now, than try to target it. Same principal in U.K., hs2 goes ahead, road building, anything that was planned/possible will go ahead, to avoid the inevitable recession.
