UAE:
Israel will sell an advanced air defence system to the United Arab Emirates capable of defending the Gulf country against drone attacks, in a further sign of the growing alliance between the two countries.

The Reuters news agency reported that Israel had approved a request from the UAE for the Rafael-made SPYDER mobile interceptors, according to two sources.

A third source said that the UAE would be acquiring Israeli technology that would be able to prevent a repeat of the drone attacks that hit Abu Dhabi earlier this year.

Ram Ben-Barak, the Israeli parliament’s Foreign Affairs and Defence Committee chairman, was asked about the deal on September 20, but declined to comment aside from saying that there was broad cooperation between the UAE and Israel.

The UAE has been targeted by missile and drone attacks claimed by Yemen’s Iran-allied Houthi rebels. The UAE is an active part of the Saudi-led military coalition fighting the Houthis in Yemen, while Israel and the UAE normalised ties in 2020.

The deal was said to have been reached this summer, around the time the United States and Israel were pushing Arab states to link their air defence systems to counter Iran.

Egypt:
Thyssenkrupp Marine Systems handed over the first-of-class MEKO® A-200 EN to the Navy of the Arab Republic of Egypt. A total of four ships were ordered, with the first three units produced in Germany and the fourth vessel built by Alexandria Shipyard in Egypt. At today’s ceremony in Bremerhaven, the frigate “AL-AZIZ” was accepted by the Egyptian Navy after only 38 months of the contract becoming effective.

Besides the handover ceremony, the celebrations included the naming of a second MEKO® A-200 EN frigate for the Egyptian Navy. The Chief of Staff of the Egyptian Navy, Vice Admiral Ashraf Ibrahim Atwa, named the warship ”AL-QADEER”.

Vice Admiral Ashraf Ibrahim Atwa: “I am grateful to the friendly Republic of Germany for the constructive relationship which sets the example to be followed by others. Germany always supports Egypt with the up-to-date technology needed to enhance our naval capabilities. We have a longstanding and successful history of cooperation, as reflected in the highly efficient 209 submarines. Our cooperation was not limited to only building new ships, but was also extended to cover advanced training for our crews to absorb the new advanced technology.”

After short but intensive negotiations that started in May 2018, the contract for the four frigates was signed in September 2018, with the project work formally starting in August 2019. First steel cutting was already in September 2019 and the launching of the first-of-class took place in April 2021. In July 2021 “AL-AZIZ” was named, and then finally today she was handed over.

UAE:
A version of the Israeli-made Barak air defense system has been deployed to the United Arab Emirates, defense sources here told Breaking Defense, the first of what they expect to be a substantial contract for more systems.

“This is going to be a very big contract, as the Emiratis need a large number [of systems] to protect some of their sensitive sites that have been hit again and again by missiles launched by the Houthi rebels in Yemen, the Iranian proxy in the region,” one of the sources said.

Breaking Defense first reported back in January that the Emiratis had quietly reached out to Jerusalem after a drone-and-missile attack purportedly by the Houthis hit sites in the UAE, including the international airport in Abu Dhabi, and killed some civilians. Last month, Reuters reported a defense deal had been struck but described a different Israeli air defense system.

It’s unclear precisely which version of the Barack has been deployed, as Israel Aerospace Industries makes a family of modern systems based on the original Barak-8. Originally designed and co-produced with India to be a ship-borne system, the Barak was modified and upgraded to work for land forces. IAI declined to comment for this report.

One potential version, the Barak-MX, was recently purchased by Morocco. According to IAI, the system is a kinetic defense system designed to defend against a range of aerial threats in day and night and all-weather conditions. The Barak-MX can be used with a handful of different interceptors with ranges from 35 kilometers (about 20 miles) to 150 kilometers (about 90 miles).

Israel:
IAI has unveiled its POINT BLANK electro-optically guided missile, that can be carried in a soldier’s backpack. The system answers the battlefield requirement to provide tactical units ranging in size from small tactical teams to battalion level, with an independent and organic capability to increase their lethality.

POINT BLANK allows these units to attack a variety of targets in real time with great precision and high lethality, without the need for support. The missile is hand-launched, operated by a single soldier, and can take off from and land vertically back to, the soldier’s hand.

IAI, as prime contractor, has been competitively awarded a multi-million-dollar contract by the Irregular Warfare Technical Support Directorate (IWTSD) of the US Department of Defense (DoD) to rapidly develop and deliver “ROC-X” a version of the POINT BLANK system that meets specific US DoD requirements for the purpose of increasing the organic precision strike lethality and survivability of small tactical teams. IAI will provide the first prototypes and training to DoD for Operational Testing & Evaluation in FY 23.

POINT BLANK weighs about 15 lbs and is about 3 ft long. The missile can fly at altitudes above 1,500 ft, at a maximum speed of 178 mph (186 kph) and can hover or loiter in the air while the target’s nature and exact position is confirmed prior to attack. Thanks to IAI’s advanced manufacturing technologies, the missile can carry electro-optical systems to validate and collect surveillance information in real time, and it is also being developed to be equipped with a warhead to destroy the target.

The Israeli Ministry of Defense has officially requested 25 F-15 EX fighters from the US, according to industry sources, but the Israeli air force is already hoping to double the order.

An official Letter of Request (LOR) for the fighters was sent from the Israeli government to the US government last week, the sources said. Letters of request are the first step in the Foreign Military Sale process, after which details on numbers and pricing are negotiated.

The political instability in Israel in recent years forced Israelis to take part in five general elections in less than four years, delaying the official decision on the purchase of the advanced version of the F-15. In 2020, the Israeli government made a general decision to acquire additional F-35s and F-15s. But while the contract for the F-35 was signed, the one for the F-15s was not.

Since that time, however, the IAF expressed an urgent need for more F-15s that can be loaded with some types of weapon systems developed in Israel that are tailored to destroy “hardened” targets, such as Iranian nuclear sites.

A defense source told Breaking Defense that now that the LOR has been issued, the earliest deliveries of the F-15 EX are expected in 2028, but the Israeli government may ask the US to condense that timeline. Both the Israeli Ministry of Defense and the US Embassy in Jerusalem declined to comment for this report.

According to Boeing, the F15-EX “carries more weapons than any other fighter in its class, and can launch hypersonic weapons up to 22 feet long and weigh up to 7,000 pounds.”
