The IRGC controls the Strait. Trump is negotiating from a position of weakness as all of the destruction and death is meaningless to the IRGC. It can all be rebuilt and martyrdom is the highest goal achievable in life. Access to the Strait is vital to Trump no matter how many times he says that it isn't. Someone who doesn't care doesn't try to strongarm longtime allies into opening the Strait by force by threatening to blow up NATO or to end the Iranian civilization if Iran doesn't comply.

25 years post 9/11, 50+ if we go back to the attacks on the US in Iran and Lebanon, and the US still knows nothing about it's enemy.
The price paid for cleansing departments of people appointed by the "wrong" party after every change in power. Every four or eight years you start over from scratch with complete newbies.
