The only way is for everyone else to withdraw their cooperation from the Union, ignore court rulings and act like it doesn't exist to leave Hungary and Slovakia ruling an empty, unfunded kingdom while the rest sets up a new EU with the legal and strategic flaws in the previous one fixed. With our "international law über alles!" political bunch that'll never happen.

That is the consequence of having safe guards against someone being kicked out by the baddies, you lose the ability for the good guys to kick out a baddy as well.
