She almost certainly already had a ASBO (Anti-Social Behaviour Order) against her prohibiting her from feeding the flying rats because she was creating a mess and annoyance to other locals. Don't have a great deal of sympathy for her.

You don't get ASBO'd until you've completely exhausted all the other options like "asking nicely", and then "asking less nicely" and then "asking rudely". I'll bet $5 internet dollars that she'd been a known pain in the ass by all the locals for months if not years before it came to this point.

I get the point, however if we started to arrest every single annoying person, even after numerous fair warnings we wouldn’t have prisons, rather giant concentration camps (no Godwin point here I assure you).
Yes. She might have annoyed the locals but if the only reason was this, beyond the pale IMO. There might be other reasons we are unaware of, she’s a semi bum, loud, drinks outside… IDK.
