No third pin, no assaulting rifle.

I think that this is a very early law enforcement only specific variant of the LAR-15, single heat shield handguards and a 14.5 barrel with no 3rd pin. Civilian LAR-15's had 16 barrels and double heat shield handguards.

They obtained LAR-15s around 2004. So it's not that strange if they use earlier variants.
