I say a cannon because I believe that the Phantom was not originally designed with internal cannons. Just a thought.
 
I think it is just a missile rail. I have put an image of this aircraft, taken a few seconds before Liam's picture, on my website for you to see for yourselves. Excuse the quality - it was pi**ing down. I have over-lightened the image to make the underside more visible.

The F-4E was fitted with the M61A1 Vulcan cannon, which was a six-barrel 20mm gun capable offiring 6,600 rounds per minute. The six rotating barrels,firing one at a time, permit a high rate of fire while at thesame time reducing the problem of barrel wear and heat generation.The gun can be driven electrically, hydraulically, or by a ram-air turbine.
