Looks like they are using the Type 38 Arisaka which was the main Japanese service rifle until 1939, but was still used afterwards. The cap is the Type 45 and the uniform is the M98 introduced in 1938.
So no earlier than 1938 and no later than 1945. When the first Japanese post WW2 were raised they received surplus US small arms.
